I've never understood these sorts of questions since it's moot. Almost any distributioon will work on it, where they differ is how they've configured their stock kernels for hardware support, etc.
However, I don't know which "Latitude 400" you mean -- but here's a site that will help you:

I have a Dell XPS 16 with the last Ubuntu version.
So far I have enjoyed it without any problem.
At first I wanted to install Suse 11.1. I try the Suse live but I had some problems with it.
Although I prefer Suse at my desktop I think Ubuntu is better on laptops. That's my opinion.

The only "laptop specific" hardware problem I have ever run into with *nix was special buttons on the case. Ex., to turn the wireless card on. However, this was easily defeated on the lenovo by flipping a boolean in the bios.
As long as you're fine with restricted/closed drivers you shouldn't have any problems.
